Island County
This agreement is needed to film along the highways and in the parks. Please note, this process can take up to two weeks or more to complete.
Coupeville
Located on Penn Cove, the historic town of Coupeville is a special seaside community with downtown buildings more than 100 years old.
Langley
The picturesque ‘Village by the Sea’ is one of Whidbey Island’s most popular tourist destinations with quaint shops and an artistic vibe.
Oak Harbor
The town of Oak Harbor is filled with wonderful locations for filming ranging from waterfront parks to a small town main street to small town residential areas.
Port Authority & Ferries Film Information
Port of Coupeville
The Port of Coupeville operates two of Whidbey Island’s most scenic locations — the Coupeville Wharf and Greenbank Farm.
Port of South Whidbey
The Port of South Whidbey operates 6 properties including the South Whidbey Harbor at Langley and the Whidbey Island Fairgrounds & Events Center.
Ferries
The state ferries operate two runs that include Whidbey Island. One is between Clinton & Mukilteo, the other between Coupeville and Port Townsend
State Parks Film Information
Deception Pass
Deception Pass State Park features a chasm that separates Whidbey and Fidalgo Islands and has 4000+ acres of forest, lakes, shoreline, hiking paths, and more.
Deception Pass Bridge
The Deception Pass Bridge is an irresistible draw for amateur and professional photographers and filmmakers.
Whidbey Island
A lighthouse, two old military forts, wide open spaces for hang-gliding and deeply-forested trails for hikes, trail bikes and horseback riding.
Camano Island
The two Camano Island state parks offer commanding views of the waters of Saratoga Passage and throw-back cabins from 80+ years ago.
Federal Film Information
NAS Whidbey
Naval Air Station Whidbey Island is located on the northwestern edge of the island, just north of the Oak Harbor city limits. Filming is tightly regulated, but is possible.
Ebey’s Landing
Ebey’s Landing is a National Historic Reserve administered by the National Park Service. Unlike a typical National Park, however, much of the land is privately owned. Filming may require the approval of agencies at several levels.
Guidelines
It is the responsibility of the film/media production staff to assess whether a permit is required for your intended activities. We request that you contact the Film Liaison whether a permit is required or not; or if you are unsure how to proceed. Different areas and permits will have their own requirements, but all productions are expected to follow the guidelines below so as to protect our locals and the land. Safety:
It is the responsibility of all filmmakers to ensure the safety of film participants, spectators, and the general public throughout all filming activities.
Respect:
It is the responsibility of all filmmakers to treat locations respectfully. This includes leaving property in the same or better condition (any improvements must be agreed upon by property manager) at completion of filming activities, as well as minimizing disruption to local citizens and businesses during filming activities.
Liability:
It is the financial responsibility of all filmmakers to address liability risk for the City, County, and general public. All filmmakers must adhere to local laws and policies.
Neighbor Notice:
Filmmakers will be expected to notify neighboring residents and businesses of filming activities, at least three days before activities commence.
Reel Scout
Whidbey and Camano Islands are home to amazing views, scenery, and people. With spectacular natural scenery and communities ranging from quaint seaside villages to small coastal cities, the two islands offer a rich selection of locations.
